I have never seen this, but I know they sell some colored lights designed not to attract insects. They are usually yellow, but I haven't really looked at them for a couple of years.

I haven't seen green ones, but yellow ones are supposed to repel insects

on waterfront a lot of people use red & green - like boat lights.... but not just green...
perhapse they are the remains of holiday decorations???
