The only way that is fast and reasonably easy is go live in a Spanish-speaking country and take intensive courses. Of course, that's expensive and inconvenient. But you can become quite fluent in something like 6 months.

To do it in a non-Spanish speaking country, you should still immerse yourself as much as possible. Spend all your free time watching Spanish TV or listening to Spanish. And of course use listening/talking based Spanish courses like Pimsleur or Barron's Mastering Spanish. Take every chance you get to talk to people to practice.

there is no fast and easy way to learn spanish. you can go to a class or get a tutor. most people (like me) learned spanish because we were surrounded by our hispanic family all our lives. that is the only easy way to learn spanish, i think. I learned it very easily, and i barely put in effort. sorry, but i cant help you. try buying a spanish-english dictionary...
