depends on what you are using it for. if you are making something where u want a richer taste & smooth texture then yes. its good in desserts, when making mashed potatoes and macaroni & cheese.

Technically yes. Evaporated milk is condensed so you would need to dilute it. The problem is it tastes odd. It would probably be okay in baking or making Mac and Cheese though.

you CAN use evaporated milk by adding water but it usually does not have quite as good of a taste as regular milk.

They have distinct flavors, it depends on what you are making.
The evaporated milk is more stable and processed.
