Yes, it can cause permanent damage. Bruise the bone, bruise the tendons permanently, damage the skin. The question really is getting help so that you can cope without having to hurt yourself. Because that is what snapping rubber bands are---self-inflicted harm. Whomever has this issue needs to work with their doctor.

The official publicity shots of Panic At The Disco seem like they should do plenty of damage as it is. But in actuality I would pass, who really cares? Besides the band would still have a diehard fan base that wouldn't let it go. And I still like Billie Jean even though the performer may very be a child molester.

Why would you snap it hard? It is simply to serve as a reminder to not do the very habit you are trying to break. It is a behavior mod technique that reminds the person to change that negative behavior or to modify it.
