Usually the student is admitted under certain conditions, like they maintain a GPA of 2.0 or better. If it is the financial aid department it could mean that under the conditions your income doesn't change.

it's like they have you there under certain conditions hence "conditional student"...for example if you go to a school that is 50 miles away from your home, you're in that school with the condition that you'll be there at the time school starts and that you'll have good grades.
