The Title Number is the number used on the TITLE by DMV and/or lien holders. It's the number of the document.

No. A title number will change every time a new title is issued i.e. selling the car or replacing lost one. A vin number lasts from the time the vehicle is made until american junks the car

No they aren't the same thing. The vin is the Vehicle Identification Number. The title number is the document number issued by motor vehcle in whatever state it is issued.

No, they're different. The title should have both numbers on it; the VIN is permanently affixed to the vehicle.
