What are they really walking around for? To steal, stake out a house? Crime? Your thoughts?

I've taken walks at those hours either because I have something on my mind that is bothering me, or the dog is restless and I need to wear him out.
I've seen plenty of people out at those hours too, and wonder what they are doing out - but I can't very well make an assumption about them unless I see them doing something wrong.

I leave for work by 5am and there's always people out walking or walking their dogs in my neighborhood.
I think they're just walking
Then again, I live in Arizona, in the summer that's really the only time to walk when it's not unbelievably hot.

I walk then because I'm at work all day, and have other things to do in the evening. But I also enjoy that time of day, because no one else is up.

I would say
- they can't sleep
- like the night
or
- don't like to be around other people walking
but it is odd to see people walking around at that time.

some people like my self work the night shift and during our so called lunch break some friends and i walk for our health, thats a really good question and i'm sure you will get some really good answers.. but please keep in mind we all dont work the same shift at work and some of us do try and get healthy when we get a chance...

They might be working graveyards and live close enough to their work that they don't bother to drive, could be someone that has had too much to drink at a bar and was smart enough to not drive.

Lets guess and say they are not criminals, I would guess they either get off work that late or wake up early for work to exercise.
