its a trial to make my neighbor's son to stop the sound.. can any one give some ideas?

try hanging empty egg cartons and carpet swatches from the walls inside your house. Of course, it will work much better in terms of oscillation cancellation if you hang them on the inside of his house. . .

let the child explore i mean i play loud music all the time(im 15-16) and people jus ask me to turn it down only if its late at night tell his parents ask him to stop and finally call the cops-warn them first though

Maybe you just need to talk to his parents. I am sure, if they knew it was bothering you, they could make him lower it down a notch. Sometimes you just need to ask.
