Tough question! I personally have gotten myself in trouble FOR offering to help and for NOT offering to help. I suppose it really depends on the person you are asking. Some people like to run the show and they take offense when someone else offers to help. They might feel like you're saying they aren't doing a good job. Then, there are the more behind-the-scenes kind of folks who would totally appreciate it if someone offered to help. I guess the answer is to observe for a little while and see what category the person seems to fall into and go from there.

Happens to me all the time.... I usually wait for them to ask for help. I NEVER want to bother anyone!!! In rare instances I bring up some info that could possibly help them then further it by offering them more info. Sorta like opening the door for them to ask if they want.... IF they don't ask then they truly do not need nor want the help and I continue to mind my own business.

Depends on the person and circumstances. Some people gladly accept help, others resent it.

volunteer. if they didn't want your help, they would just decline, but sometimes people are too embarassed to ask you for help so you have to take the initiative to do so.
