my w-2 has both listed and they are two different amounts it seems like a large amount of money wneh combined, more than federal taxes but i owe taxes? Something seems wrong.

Isn't it amazing how much the government takes from our income. Because it's deducted each check, instead of mailed in like a phone bill, most folks don't realize how much it is.

Your state and local government may have very high income taxes, or you may have been withholding more than you should and you'll get a refund when you submit your return. If you're withholding too much, get with your employer and adjust your withholding forms.

I never had local where I worked, what county or city do you work in ?
Ask your HR if it was the county or the city . . .
