we keep the basement door open so she can go out etc but this is unsafe and lets the elements in.
any suggestions??

Try removing the flap in the dog door and get her used to going through it. Offer treats for coming through. Once there put the flap back on and hold it up so she can see you and call her through. As she's coming through, release the flap and allow it to ride over her back. Shouldn't take too long for her to figure it out.

Can you give more details? i.e: would she rather be inside than out, maybe she doesn't think she can walk through it and may be thinking 'what, are you kidding me, you want me to walk into the wall?!?!' Simplest way of teaching her it's ok would be to show her a bone and put it through the dog door. Or put her outside and close the door then call her through the dog door really excitedly. Remember, don't punish her for not getting it right away, she just needs time to learn, and being a lab, food and treats should get her there very quickly. Email me if you need more info.

Have you tried working to get her to use the pet door? Example keeping the pet door open at first at and just getting her used to going through it without having to go through the flap. Entice her fav treat and/or toy on the other end. And eventually work up to letting the flap door hang closed.

Get something really tasty that she likes and have the dog door ajar just enough for her to smell and see it (like crispy bacon or her favorite dog treat). You might have to open it more at first, but help her to go through the dog door, both ways until she is no longer afraid of it.

Uh...get off the couch and let the dog out when it needs to go out. I have had dogs all my life (52 years) and I have never had a dog door.

I know it's A LOT of work to go open a door when they have to go (sarcasm) but it will save you money on heating, cooling and keep your home safe from intruders if you're too lazy to get off your butt and open a door.

Well: according to " Labs" she needs an "Custom Made Dog
Door " yes it's safe for her because outside elements won't get
in!

Push her through when some else, on the other side is calling her. Once shes through give her a treat. Thats what i did
