A conflict free diamond is one that has been "harvested" in fair trade and fair woking conditions.
Most diamonds are produced in Africa, where there are modern versions of slavery. The multi-million dollar diamond production causes civil war, diamond cartels, child labor etc. (i.e. Sierra Leona) and it doesn't benefit the people of the country, but the powerful diamond lords and cartels that control he labor and the trading keeping the profit for themselves and not for the country or its people.
Good luck

Do a Google search for blood diamonds or conflict diamonds.
People in Sierra Leone and other countries where diamonds come from have been killing and maiming each other (including children) in fighting, all in order to get a cut of the diamond trade.
Thousands of children in the area have had their limbs hacked off with machetes. Also, diamond industry money has been used to fund terrorists, including Osama bin Laden.
Furthermore, children are put into slavery in the diamond mining trade. The UN and Amnesty International are just a few organizations that have researched these appalling issues.
If you get diamonds mined from Canada, they will not have these associations. However, all diamond mining is terrible for the environment so there is still that problem, even if you choose Canadian or other conflict free diamond-producing areas.
I and many others hope that the diamond fad will die out ASAP. It is a disgusting industry to support.

"A diamond is a conflict diamond if its profit is used to fund war, or it is mined or produced under unethical conditions."

The profile of conflict diamonds has been raised tons by Leonardo DiCaprio's new movie Blood Diamond.
The diamond industry is fighting back by asking certain celebrities to wear diamonds prominently for the cameras. "Raise your right hand" is one of their current PR campaigns.
As a result we're all hearing a lot more about the conditions surrounding the mining of many diamonds.

Oh, girl, get your head out of the bridal planning book and watch the news! There is a current movie out called "Blood Diamond" which deals with this very topic. Some companies sell diamonds which were mined in unfavourable working conditions for the workers, etc. Time to educate yourself!

I'm going to pretend I know for sure and answer. I believe it means that people were not killed nor used as slave labor in the harvesting of the diamond. Did you see the movie "blood diamond"?
