Your PIN is usually your Adjusted Gross Income from the prior years tax return. If you do not have access to the return, call the IRS and they can provide it to you after verifying your identity.

I filed electronically for several years now and never needed a PIN.
I went to the free file list and picked a filing service (TaxAct in my case) and had to create a user name and password but never any PIN - must be an HR block thing.

You make one up when you file - it's just an identifier, your electronic signature. When I'm doing taxes, I always tell people NOT to use a pin that they use for a bank account or any other confidential number.

When you electronically sign your return, you need last years AGI and a PIN. You get to chose your own PIN to sign the return.
The PIN does not have to registered in any way.
