the layer is caused by oxidation due to the cooking process. if you run the eggs under cold water, it will stop the oxidation process and the black layer will not appear.
you can still eat the eggs even with the black layer, there are no taste differences, so don't throw them out.

I don't. It just means they were either too old or boiled too long, or held improperly. But it's just a reaction in the shell and harmless.

Don't cook them so long and cool them down under cool water when you take them out
