I often get a pain in the muscles in the lower leg between the knee and the ankle if I start out walking too fast. While it hurts really bad, the pain subsides after a few miles and I can walk through it.
To prevent the pain from coming at all, I walk more slowly for the first half mile or so and then stop and stretch. My favorite stretch for that particular set of muscles is sit down, hold the leg still and move the foot in circles both clockwise and counterclockwise. After that I can start and get up to speed without any problems.
If slowing down and stretching doesn't help then there are two possibilities. You may have a medical problem but it may also be a bad pair of shoes. A shoe that tends to tilt the foot one way or the other may be exactly someone needs but it may create problems for you.

First I think you need to see a doctor and find out why you are having pain. There is a lot between the knee and ankle, bone or muscle it could be in the joint and pinching a nerve. It is very hard to say with out seeing you. I had to have surgery on the side of the ankle that effected the muscle all the way to the knee. I joined the YMCA and do a program for people with arthritis in their warm pool. I also take the time to use their hot tub and relax after class. Good Luck

Hi there sounds like you need to do some warm up stretches before you walk. Also this sounds like shin splints a common problem when you begin walking, I used to suffer from it but the walking I did the easier it got. Try talking to you doctor for more advice. Good luck A

How old are you? It sounds like you may have claudication, which is caused by furring up/hardening of the arteries, which occurs usually in middle-aged or older people. This is diagnosed with a special x-ray and can be treated with surgery. If you do fall into that age group, perhaps you should see your doctor. Good luck.

if it is to the right of the shin bone it could be that your tibialus anterior is tight. you can massage it by running your thumb up to your knee.But in the first instance speak to your doctor because it may be more serious (compartment syndrome) ice is also a good idea or stretching
