Not sure I get the question, but if he's retired he's a civilian and has every right to civilian flights. Or if you mean the cost of the airfare, military as oposed to civilian airfare. Then he cannot use Military airfare rates on civilian airlines. When my dad was in the airforce we could fly on a military airplane for only 10 Bucks, and that was a return trip from coast to coast, so I don't think he's gonna get a military airfare on civilian airline. He has to pay full price.

I've never heard of a discount to retired military OR active duty, but it never hurts to ask. I did once and got a 10% discount at a hotel off Rte 64 outside Louisville, KY. So, now I always ask. You can go on STAND BY (anyone can) at a reduced rate, or at least that used to be the policy.

here (Germany) it's 26 bucks a person on a hop to the states, but a retiree would be at the bottom of the list and probably wouldn't get a flight I know dependents can not fly in the states but they can fly overseas. And since dependents are higher on the priority list (when they have their sponsor with them) than retirees; retirees ,may not be allowed to take hops in the states at all.

You'd have to check with individual airlines. It's not likely you will get a discount. You can't get bereavement fares anymore.
