What was the size of governement back then? I think there is a proportional relationship.

Lauren ... Depending on the amount of detail you need, you might want to contact the Defense Department's Manpower Data Center. See the links below for more info about them.

The oldest info I could find online from the Defense Manpower Data Center goes back only to 1950. You may have to submit a special request to access their offline archives. There may be other sources, too. Good luck.
