If there was a completely free service, everyone would use it.
If you are in the UK, then the best deal I know of is the one I'm on now with Pipex Homecall. I get unlimited landline calls 24 hours a day, line rental and 8mb Broadband internet. The price for the entire package is £30 a month. You only pay for calls to 0845 and 0870 numbers, plus of course, premium rate numbers, such as 090 numbers. All standard landline calls are included.

Do PC to PC calls for free with Skype. And as the first answer said...there are free calls to others on your same provider....also mobile deals are available like with Orange. Phone someone else on Orange and the call is free...etc.

I am not 100% sure what you mean. But if you are looking for free phone services there really aren't any. If you have a computer and internet there is a lot of software you can use.

There are no free home phone services I know of unless you work through your local government on some form of subsidy... However, there are a number of discount internet phone service providers such as vonage...

Do you mean long distance calling? I don't think there is any way, phone companies usually have a one low coat rate for monthly charges, like $15.00 for unlimited calls.
