okay right outside of my bedroom window our nieghbor i guess you could say has a dog. looks like a black chow in a fence and its house if you want to call it that is the shell of a truck. or the thing that goes over the bed. i live in indiana and it is very cold out and im sure the dogs water has frozen.. if he has any that is. it truely pains me to see him like this and i have heard that people have tried turning the owner in but they said it was fine. is this enough to have someone take the dog from their hands? he is actually a vert good dog and he is kind. i go to pet him sometimes but he stinks horrible. but that is strictly because no one cares for him. all they do is give him food. never get him out or play with him. makes me want to cry. so please help and tell me if this is enough to save him.

you should report him again, especially if you know its below freezing out, if the water is frozen then the animal control will site the owners, and if it happens more than once they will take the animal.

Like the others have said it needs to be reported again, your local humane society and RSPCA will be able to help you, along with your local police department. Although the dog has a form of shelter, this shelter is not up to regualtion for an outside animal, also his food and water are not up to regulation either. Another thing that might help the dog out is them knowing he may have a health problem, the bad smell he has may be caused by mange or other skin condition which may be making him uncomfortable as with the many other things he is living through. Make sure to explain that there has also been other complaints about the animal. Have you tried talking to the owners? If not they may not want the dog or be able to take care of him properly you should see if maybe you can obtain the dog from them and find him a home if you are not able to care for him either. Wish I could help you more. Until then try to give him some fresh water if you can he needs it! Like the others said gather as much evidence as possible. Good Luck!

I would call them again, and if that does not work start keeping a record and taking pictures. Then after you have some proof of continued neglect call animal control and show them the proof. If that does not work you could get someone to take the dog out of there one night, but be forewarned that this is illegal. You could get in trouble for stealing if you are caught, but I might try it if the dogs situation was that bad. Good Luck with getting the poor pup help.

Call you local police department and they will direct you in th right direction, you have every right to worry it is way to cold for a animal to be outside. They can freeze to death, people think because they have fur they don't get cold. I can tell you that is a LIE, I used to be a Vet Tech and I have seen dogs that have froze to death it is awful !! Please call your local police department and save this animal, tell th em the dog is ooutside they knw it is to cold for them as well. I am not sure what the laws are in Indiana and if the owner will be brought up on charges but I know for sure 100% cruelty. That poor dog, you have probably saved its life.

This is not an animal rights issue, it's an animal WELFARE issue.

If the dog is not being properly cared for, report them. Take pictures if you can.

Otherwise there's not much you can do unless you can convince the owners to sell him to you. Then you could turn him over to Chow rescue if you don't want to keep him.

hi aj this is very wrong and what your neighbour is doing is animal cruelty.i do not believe that other people have reported tis abuse and nothing was done to help the dog.if it was me i would take as many photos especially of his living area,his food and water bowls the dog himself and i would write down what you have personally seen and witnessed.the contact your local police and animal shelter,if they try to fob you off dont give up keep trying because you obviously care,most importantly the dog needs help like thousands of others so plse plse report this abuse because it happens to much good luck be strong

I think you mean animal WELFARE, not animal RIGHTS. The animal rights people are the animal killing animal haters.

There are abuse/neglect laws. If the dog is not being fed/watered or have good enough shelter, they can take him.

People have different ways of caring for animals, I wish everyone kept them inside like I do, but it is not my business.

That is veri veri wrong... u should ocntact animal support and tell them all of the triats about the dog
its smell,its food, and just the way the dog is and acts
is it having problems?
is it limping?

Start taking pictures of his bowls empty for proof for your animal control officer.
