It is a non- profit orginazation that is funded by Gov. grants , like a neighborhood watch , but it is to better the community and prevent kids from gang activity and drugs. Now keep in mind that I live in a community that the Principle was arrested for covering up that the Cheerleading coach has been arested for buying the cheerleaders alcohol and bringing one 16 year old to the National Reserve to have sex with two officers there. I am sure that you have heard about it on the national news. All that aside why should the Mayor have a problem with bettering the community? It seems that this small town is full of despair and corruption.

We'd really need to know more about this coalition. Making assumptions about the Mayor's conflict of interests doesn't serve any good.

There may be a good reason. He may have resigned for some corrupt reason. However, there is not enough information here to tell us anything.

The Mayor should be impartial when making decisions. Perhaps this coalition has too much influence over some topics, and he feels he shouldn't be obliged to follow their exact suggestions?

If the mayor owned a business which could profit from this project, then that would create a conflict of interest. He must over see the project to the benefit solely of his constituants...not himself. A business such as construction, banking, real estate or even a rehabilitation clinic could effect such a decision.
