Short answer - They were both democratically elected though neither one had popular support (more than 50% votes).
Hitler was elected in the late 20s but there were 28 or so political parties in Germany at the time. In the mid-thirties, the election lead to a minority government and through some wheeling and dealing - Hitler was made Chancellor and that gave him emergency powers (Which he then used to disband the parliment.)
Similarily, Mussolini was elected in the early 20s and later was asked to form a government by the king in order to stop a civil war between the Facists and the Socialists.

The sad fact is that Hitler was actually elected to office. Mussolini basically was appointed by the king of Italy.

Hitler came to power from the bottom, he was since very young involved in political parties. I won't ask you to read Mein Kampf cause it's LONG and kinda confusing, full of politikish stuff, but maybe somewhere in the net you can find something about it. About mussolini, i don;t know

All the world was in a slump because of the depression. Germany needed a leader and Hitler told them what they wanted to hear. They gave him the power.....He gained alot of control in a short amount of time. He was in the German army which could have helped a little but to a surprise, he isn't German by blood :) !
He joined the German army because he totally liked Germany better than his own native country. (forgot what country he was actually from)
Sorry, I haven't studied this particular subject in a while so that might be a bit off. Hope that was brief enough.
