Making out might not cause infections for everyone, but mouths are dirty, so you should clean your piercing afterward. I couldn't make out when I first got mine because my lip was all swollen. But too much movement with the jewelry can cause healing issues, so you should take it easy for a while.
To be perfectly honest with you, if you aren't willing to take care of the piercing, don't get it redone.
Re-piercing in the same spot is usually okay, but keep in mind that there is scar tissue there and its thicker, harder tissue so re-piercing will be harder to do and probably more painful.
Go to a reputable piercer to have it done and they should tell you proper aftercare procedures and you MUST do as they say if you want to keep this piercing and avoid infections.

Like who ever else down there said, yes, you can get it re pierced in the same place; however, it will probably hurt worse because of the scar tissue where the hole was. Another thing is that NEVER, and I really do mean NEVER let a piercing close up while it is infected. It can cause the infection to stay trapped under the skin and possibly spread. I don't think that making out had much to do with the infection, I would say that the not taking care of it would be the problem. Just make sure to clean it regularly, after meals, putting your fingers in your mouth, contact with anything other than your mouth basically. Take good care of it and baby it until it's at least almost fully healed.

It'll probably hurt a little more than the first time you got it pierced, but I'm sure they can do it.
Hold off on the kissing for a while though. that most likely irritates your piercing, and could very well be the cause of your last infection.
So before you go back to get it repierced, catch up on all the kissing you need to do, because once its pierced, you'll need to stop kissing people for a couple weeks atleast.

Yes you can get it repierced. The scar tissue could have no effect, or it could make the piercing procedure more painful or difficult, and it could affect healing- positively or negatively.
Some people say scar tissue prevents migration. But yes you can repierce it.
Kissing is a bad idea with a healing lip piercing. This can lead to irritation and/or infection.

yes you can... though it is now scar tissue, it may be a little tougher to re-pierce... and as far and making out, as long as you keep up with the cleaning schedule you'll be just fine. though it may hurt a little since you have a fresh hole in your lip, lol... but all in all the answer is yes, you can do it and no kissing won't cause an infection, poor care during the healing process causes infection

the scar tissue usually makes it hurt more. i had my lip pierced in 3 spots and then repierced twice due to them falling out. it took a while getting the needle in.
