You have to use surveying equipment to measure things like that accurately. Most equipment can measure an angle to the closest 3 seconds (better to use a 1 second instrument) and an electonic distance measuring device will measure to the closest 0.001 foot. They will cost from $5,000 up to $35,000, not including the software, tri-bracs, rods and tripods.

You can also use a 3-D laser scanner and dump the data into a CAD file, and measure it electronically. The company I work for owns the equipment to do it.
