The original caller. We have a family rule set up that way so that both people don't try to call at the same time, thus making the calls cancel each other out. It works great.

On paper the caller should call again, however it'd be nice and thoughtful of the person who received the call to call back the caller;)

Wait until the person is in a better area, they will call you back... you getting all impatient and harassing their voicemail is not going to help the situation, just going to waste more time to get back on the phone!

Either one, it doesn't really matter. Most of the time both keep trying and it takes even longer to get back in contact. How annoying is that?
