My wife and I have been married since May 22nd 2004. She is from Costa Rica and we got married in Costa Rica. We are coming up on our three year mark. However we have only been in the US since July 2005. Does the three year time till she is eligible for citizenship via naturalization begin from the time we were married or the time that she has been in the US?

Yea, it's all about the green card. But, there is very little that complete citizenship offers that the green card does not. It's also important to remember that from my experience, the immigration offices rarely move at the speed that they say. If they say it takes three years, you can honestly expect closer to 6. Still, as long as she's in this country and allowed to work- everything else will eventually fall into place.

Look on her resdient alien card and it will be three years from the date of Resident since : But you can apply 3 months before the third year.

The 3 year mark begins from the time she has held her permanent resident card (the permanent one, not the conditional one).

I hate to tell you this but the 3 year clock doesn't even start running until she gets her permanent resident, or green card. If she doesn't have that then you need to apply as soon as you can.
