Definitely a woman can ask! I'm sure a lot of men would appreciate it, unless they are particularly old-fashioned.

Sure... it's a brave new world.. and with all the independent women out there... of course, it's ok to ask.. the guy might even be flattered.. But of course, just like any 'dates', there is a risk that they may say 'no'.. but that's the worst they can say. The positive side is that they will say 'yes', and you guys can enjoy your 'date' together.
But bear in mind that a 'Valentine' is not necessarily a serious long term thing... You can tell that to your 'valentine' so that he's not freaked out about long term commitment..
