Sounds like you need a new soundcard or the volume on the youtube player is turned down.

You speakers are on mute or the sites you go to like youtube have there own volume control. You need to turn it up. If you have a slow Internet connection, this will also effect your sound quality.

Assuming your using XP Pro or XP Home:
Click on Start, All Programs, Accessories, Entertainment and then Volume Control:
You have Master Volume, Wave, SW Synth, CD Player, Line Volume and PC Beep. If you don't see Line Volume and PC beep click on Options and you can check those two.
Make sure that you have none of them muted or turned down all the way.

You have something wrong with your sound settings, somewhere.
I have the same problem when I activate the spdif optical output of my computer. All the AC3 sound works fine, but "normal" sound doesn't.
Check out control panel and go into all the options that mention sound.
Look though it all and see if anything looks fishy, like disabled options or low sound levels.
You'll find it sooner or later, and learn how your sound card works in the process.

make sure that you turn the volume on the youtube its self up and make sure its not on mute
