i agree with chatty. responding to a joke is a spontaneous reaction. you shouldn't have to analyse the joke by asking if you should laugh or not. if you find it funny you'll laugh, if not, you won't. at 8 yrs of age i doubt if he'd fully understand the implications of terrorism or racism.

Is he still waiting for you to laugh? If so, the moment has probably passed on that one, laughing now will no duobt just frighten the little scamp.
It is quite funny, did he make it up?

If you have to ask if you should laugh or not you already have your answer, if the joke was funny you would have laughed right away, not after having to think about it.

who am i TBS? get it, just kidding... for real, i would not let him see me laugh, but i would tell the joke to all my friends at work bc its really funny!!! lol but he is a little young for that type of humor. ask him who he heard it from, and go from there:
if he heard it from a kid at school talk to the parents
if he heard it on tv, limit what he watches
if he heard it from you, put some soap in your mouth

Given that the joke has racist roots, I'd say no.

The first time I heard this joke, it was about African Americans.

Then I heard it about Poles. (Funny how those jokes went away after John Paul II was elected).

It is a staple of those who wish to denigrate a stereotype.

Yes you are supposed to laugh at all your kids jokes whether they are funny or not.
