It means to not exclude anyone/anything else from the decision, it would still be the best choice


using this as an expample:
barring Curly, Moe was the most favorite Stooge
(which would trinkle down to who was the most favorite Stooge
between Moe & Larry)
Now ask who was the most favorite Stooge, bar none
the answer would be Curly

To 'bar': to exclude
'None': nothing
'Bar None': To exclude nothing
