Why couldn't he she or it have made rules like for instance if a person had an intent to harm someone (like innocent children) they would have horrible pain somewhere in their body that would stop them in their tracks. This would be better than the innocent being hurt and abused.

The curious as well as the critics of Christianity ask this question. If God is all-powerful and all loving, then why does He permit evil and suffering in the world? Various answers have been given but permanently settling the issue is impossible because so many of our answers raise further questions. Nevertheless, our lack of ability to answer the question perfectly does not mean that we cannot offer solutions. There is no creator. People do what they want to do. Society (all the people) makes laws to set the limits on what it considers unacceptable behavior. People still break laws but they risk getting caught and punished. Thats just the way society works. Forget the creator bs and deal with reality.

You see that was satans plan, gods plan was to come to this earth and be faced with challenges and to make mistakes he didnt want us to be perfect and not do any wrong, you have to make mistakes to learn from them.

That would be pre-condemning individuals for sins. God is merciful, compassionate, loving, forgiving, just, but he is not vengeful, sadistic, or cruel.
