The Bible tells us that God has clearly revealed Himself in nature (Romans 1:20) and in the hearts of people (Ecclesiastes 3:11). The problem is that the human race is sinful; we all reject this knowledge of God and rebel against Him (Romans 1:21-23). Apart from God's grace, God would give us over to the sinful desires of our hearts, allowing us to discover how useless and miserable life is apart from Him. This He does for those who reject Him (Romans 1:24-32).
In reality, it is not that some people have not heard about God. Rather, the problem is that they have rejected what they have heard and what is readily seen in nature. Deuteronomy 4:29 proclaims, “But if from there you seek the LORD your God, you will find him if you look for him with all your heart and with all your soul.” This verse teaches an important principle: everyone who truly seeks after God will find Him. If a person truly desires to know God, God will make Himself known.
The problem is, “there is no one who understands, no one who seeks God” (Romans 3:11). People reject the knowledge of God that is present in nature and in their own heart, and instead decide to worship a “god” of their own creation. It is foolish to debate the fairness of God sending someone to hell who never had the opportunity to hear the Gospel of Christ. People are responsible to God for what God has already revealed to them. The Bible says that people reject this knowledge, and therefore God is just in condemning them to hell.

Maybe it is best to say "there will be people who will never come to the full UNDERSTANDING of the truth." Everybody will know the truth and there is no doubt about it but understanding it may be hard because the truth will always vary depending on one's understanding of what he has learned to know.
Example: An eye for an eye and a tooth for a tooth.
Many have understood that as you have to fight evil for evil. If someone stabs you, stab him back.
I personally have taken that by having perception for the justification you need for the offense he made. ( a reason why in the time of Moses, an assembly has to be formed to decide the fate of the offender.)

2 Tim. 3: 1 - 7 mentions "in the last days critical times hard to deal with would be here". Verse 7 states "always learning and yet never able to come to an accurate knowledge of truth."

If you look at the attitudes of man listed in verses 2 - 6, you can see why. "headstrong, puffed up with pride...lovers of pleasure rather than lovers of God"

To be meek, one must be teachable and humble. At Matt 11:25 Jesus says "I publicly praise you, Father, Lord of heaven and earth, because you have hidden theses things from the wise and intellectual ones and have revealed them to babes."

This does not mean that God does not what all to learn and come to a accurate knowledge, but by their attitude and works, they have done it to themselves. 2 Cor. 4:3 & 4 says "If, now, the good news we declare is in fact veiled, it is veiled among those who are perishing, among whom the god of this system of things has blinded the minds of the unbelievers, that the illumination of the glorious good news about the Christ, who is the image of God, might not shine through."
