Yes, there is a way.
I think the important thing is that you go about it the right way. Instead of telling someone she's (or he's) a bad kisser or telling him or her you want to teach him/her how to kiss -- tell him/her what YOU like, or what feels good for you.
For instance, "I love kisssing you! You know what feels so good? When you lick my lips lightly first and you just use your tongue gently against mine." (Or, whatever is that you like).
Try putting a positive spin on what you say, and don't make it sound like a lesson.

Well, what makes you think you're a better kisser?
I've kissed many girls and some of them thought they were a great kisser but in reality, they were only fooling themselves.
Kissing is a personal thing and there is no one who can say they are better than anyone else. I think I'm a good kiss and if the girl I'm kissing doesn't seem to think so then she needs to be with someone else.
