She could be a princess from one of the disney movies. Beauty and the Beast, Cinderella and many more were books before they were movies. I hope this helps. I don't know if it will though. :)

Not sure what age your daughter is:
Older: Hermione from Harry Potter is probably easy-ish.
Make up and a Teira could make her Princess Mia from the Princess Diaries (they were books by Meg Cabot). Eowyn or Arwyn from Lord of the Rings.
Grade School:
You can pick just about any time period and make her Annie from the Magic Tree House books (or Jack and Annie books, my son calls them). Or one of the American Girl characters.
Young Grade School:
Rumple up her hair, put her in a little monster costume and call her "Max"ine from Where the Wild Things Are
Put her in Pajamas and call her Francis from Bedtime for Francis. (comfy AND a good book).
She could be Amelia Bedelia with a skirt, apron and bonnet/hat.
Dress her all in Yellow with a yellow hat and call her Madeline.

Robert Muncsh's The Paper Bag Princess
My two year old daughter is majorly into dress-up and I have been able to find lots of fluffy dresses for cheap at second-hand stores. If she wants to be a princess, tiaras are easy to come by at dollar stores too. And the Hermione thing sounded really cute and realy easy too.
Good luck!

Pippy longstocking, not really sure of a safe way to make hair stick out though. Little red riding hood, the little girl from Cat in the hat. That's about all I can come up with right now. Our school is doing that too so I have to come up with something for boys. Good luck!

Alice from Alice in Wonderland, Dorothy from Wizard of Oz, Little Red Riding Hood, Cinderella or any Disney character. Most Disney movies came from old fairytales and all kids adore Disney!!!

Anne of Green Gables
Laura Ingalls from Little House on the Prarie
Charlotte from Charlotte's web !! [black bodysuit with blat felt arms!]
I guess the coolest thing would be for her to tell you her favorite book and THEN let her pick a character from it!!!
