Non-polar molecules. They have no charge.

Water molecules are slightly charged. However, each end of the molecule has a different charge; one is positive and one is negative. This means that any ion with any charge, can dissolve in water. Molecules without a charge, like oils, can't. They need emulsifiers like phospholipids to surround them in a tiny envelope.
