The reason is that most Thai engineers always get well-paying jobs in Thailand, so they don't need employment abroad.
Ordinary Thai workers are paid little in Thailand, so they seek foreign employment to earn more money.
I've been working many years as an expatriate engineer for a Telecom company in Thailand, and my Thai colleagues are also smart and technically capable.

Most likely language differences. Thai engineers that are also fluent in English are not so common.
There are many Malay and Filipino engineers working in Singapore and some European and Indonesian. College classes are taught in English in the Philippines and English is quite common in Malaysian universities too.
I did work with a Thai engineer in Singapore once but he was a US resident working for a US company.

Thai people, mostly on-site job. S'porean needs low wedged workers from Thai, Lao, Cambodia and Phil's. Engineering depends on Japanese n Chinese in S'pore. And Language problem is also involved.

Actually, Thai engineers can get a pretty good job back home, there is no need for them to seek employment outside Thailand. They are in demand back home.

I think it's the language. I am a Civil Engineer in the Philippines, though Canadian. I think it would be useless if you know all the Engineering principles and yet, you cannot explain a single thing to others. I hope that answers your question. And please, don't pity yourself, I have great respect for our Thai counterparts.
