Cut a piece of elastic slightly smaller than the child's waist. Sew ends together. Then cut 8" strips of tulle. Cut several yards worth. Next, layer three strips of tulle, grab in the middle and loop around the elastic, pulling to form a knot. Repeat until you have filled the elastic. Then take the satin blanket binding tape and encase the elastic-You can leave long pieces of satin ribbon on the ends to tie in a big bow. So easy! You can make several in an afternoon! Once you get started, you will figure this out.

how old or what size is she? if still baby/toddler, the easiest thing i can think of is to get a spool of tulle (usually in 12 inch width) some pretty ribbon (silk is strongest) and some flowers or jewels.

use a yarn needle to thread the ribbon through the tulle, just a simple over-under, about 1/4 to 1/2 inch from the edge. do this for at least double or triple her waist. leave enough ribbon to use as a tie past the end and tie a knot to keep it from slipping off. gather the tulle to make the ruffles, and hold it up to her to makesure it will reach around. tie a knot again, cut the tulle, then cut the ribbon, leaving enough to use as a tie again. use a hot glue gun to stick on whatever decorations along the loose edge (be careful not to burn yourself!) and also put a drop of glue on each knot to help it hold.
However you end up making them, have fun and enjoy the memories!

Its just the fabric...(no need to hem) and gathering...get some elastic, sew a channel for it...just a simple fold over wil do, have plenty of extra fabric, cut elastic to 1/2 inch bigger than her waste and put elastic in channel and tack the elastic...it doesn't have to be perfect...
If you buy one they cost a ton...or if you have any 2nd hand stores around I found one there once...(form old dance recitals) good luck....smile...say cheese!!!!
