You can file if you made $1. You don't have to file until your income reaches a limit that depends on where your income came from, your total income, marital status, and age. For a single person, under age 65, all income from a job on W-2's, you don't have to file if you didn't make at least $8450, but might want to file if anything was withheld for federal income taxes so you can get it refunded to you.

The above is for federal. Most states have state income taxes, and the rules vary for who must file.
