I'm guessing lust. Unless he actually seems like he means it when he says you are the most beautiful woman in the world he probably doesn't. Therefore, my conclusion is that it is just lust, sorry honey.

noticing that no one can say who's the most beautiful woman in the world, he must be exaggerating. This can have 2 meanings:either he loves you or he wants to fool you. It's up to you to find the truth.

What really matters is how he treats you. Just because he says you are pretty doesn't mean that he loves you (sorry). Guys say that to girls in bars to get some action. Now if he really does love you then yay but be cautious about his intentions.

well i am telling you right now,
as a guy myself,
i would never say that to a girl..EVER,
it looks as if he feels that you are insecure,
and that he is trying to "fluff" your ego...
i truly dont belive that he loves you at all,
adress him about it,
