For a female, it would be bleeding and a swollen vulva (in heat). For a male, I am guessing it would be that the dog is trying to hump everything! (At about 5-6 months old)

The first heat cycle for a female and the first indication of humping action for a male DOES NOT mean the dog is sexually mature. It means they are getting there, but are in no way ready to breed. Also it depends on the breed, I have a female shepherd in her fifth heat cycle and she is not ready to breed yet. Probably next cycle or the cycle after she will be ready which means she will be over 3 years old, almost 4. She was coming into season every 5 months, until this one which went 6. She seemed a little more responsive to my male, but wasn't quite ready, so you have to really know the dog and general things about the breed.

All of the answers you are getting relate to puberty, not maturity.
Small dogs reach sexual maturity at about 18 months for males, and 2 years old for females...Before that, they are just teenagers 'playing doctor'. and not really ready to reproduce, even though capable.
Large dogs will often not reach maturity until nearly 3 years old. My breed is one that is a late bloomer.

Dogs are considered puppies until they are 18 months old. and even them in dog years they are only 7 !/2 years old.
If you are planning on breeding, you do not have enough knowledge to do this. Check the Pedigree and be sure that both dogs have quality traits and that their blood lines are pure. You don't want to be one of those ignorant Back Yard Breeders, do you?
I have seen some of the previous answers and most of them are just as ignorant as you are. A 4 week old puppy with mimick the activity of humping but he is far from breeding age.

If its a female she will go in heat, and have a regular period, just like a human, if its a male there really is no sign, theyll just start humpin ur leg, but they usaully reach maturity around 6 to 8 months
