I say, the only way you can learn a language is if you 'really' want to. I fluently speak 6 other languages besides English, and although you want to learn a language.. you have to surround yourself with the culture, you have to learn about their history, listen to some of their music, travel to the country. It takes alot of effort to learn a new language but in the end, it's very much worth it all. It's such a great accomplishment too, and you feel as if you could do anything you wanted now that you have achieved something so significant in society. I've discovered many new job oppurtunities after learning a new language. It's fun, hard, challenging, but rewarding in the end. If you 'are' going to learn a language, I wish you the best of luck!

Tracy But made a point although in that answer it was suggested that you date a girl not knowing whether you'd rather date girls or boys.
Anyway, dating a partner whose native language is the one you want to learn is the fastest way to learn a foreign language. People aren't normally stingy with efforts, time and money when they need to help their partners learning the language they know best.
Travel to the country, as many suggested, where they speak the language you want to learn may cost you more, but it is one of the best ways to fast learning.
NOTE: Never hesitate to use the words you know no matter if you're not sure you pronounce them right. Always remember that it's not your mother tongue. So, who cares whether you're saying it like a native speaker of the language concerned?!

Podcasts ion iTunes. It may not help you learn the language fluently, but it will teach you some basics, especially if you are travelling. The absolute best method is emersion, travel to a country or area where the language is spoken. I travelled to Spain for a month, and my Spanish improved by leaps and bounds. Also, taking a class online or at a community college is realatively cheap and is a great learning tool.

First of all build your vocabulary. It is the key to learning a new language. You basically have to start over like you were when you were a baby learning English.
Then once you have built a suitable vocabulary, start using it! As often as possible, continuing to learn more words.

I left school with a French "O" level, but I could only speak the "Where is the book? It is on the table. Where is the table? It is in front of the window" type of French. But when I went to France, made friends and actually started talking with French people, my French came on in leaps and bounds. I speak many languages now, and it's all down to going out there and doing it.
