Buy some of those gliiter art fabric pens. Or let them use acrylic paint and sponge shapes to decorate their shirts. Or even felt & cloth glue, they can cut out shapes and glue them onto the shirts. They will have a blast, and its not so messy.
When I had just my first 2 boys we got some sponge shaped animals from the bath section of the store, and they were very inexpensive. We put a piece of cardboard between the sides of their shirts, and taped the sleeves and all so the shirts wouldnt move. I then got them rubber gloves, and we stamped away. Its now, 6 years later.. and I still have their shirts as keepsakes. I let them each use their fingers and write their names on them too.
Hope these ideas might help! Have FUN!!!

I just saw this idea in a magazine. Have the children dip their finger or thumb in pink or red paint (mix the paint with dish washing liquid to help it wash up easier) and then have them make finger/thumbprints on the shirt in a v pattern so it resembles a heart. Since their fingers are small, the examples shown had the hearts outline the shape of a big heart and also just all over the shirt. I think it was either in Parents magazine or Family Fun.

Have every one bring in a dark colored t-shirt - preferably red or hot pink... Take heart shaped cut outs and lay them on the shirt, then put bleach in a spray bottle and spray that area. The color around the template will fade and the hearts will show.

Get or cut-out heart shaped sponges or take potatoes and cut heart shapes in them to use as stamps.

You could do hand prints and connect their thumbs and first fingers together to form a heart.

Have them paint their hands and then paint hearts on top of that when it dries. Put a saying "Mommy & Daddy, you have my heart in your hands." ??? I'm not very crafty but hope that helps. :)
