The previous answers are very good but I think they've been approached from a Western perspective and not a Ghanaian perspective. As you know, Ghanaians have a very strong community spirit and will always help out wherever possible - just as you are doing.
My guess is that your village is not short of willing helpers or short of ideas but, as is so often the case in Ghana, is short of resources.
There are many projects in Ghana that help the needy and often these are sponsored by organisations outside of Ghana - often churches.
To raise funds within Ghana will be very difficult and you'll find it much easier if you have a 'contact' in one of the more affluent countries that can approach organisations on your behalf.
At the moment a friend and I are gathering unwanted and dontated goods together which will be packed into a container and shipped to Ghana. The local people (in Bawku and Bolga, UER) will sell these goods and use the profits in their community, the container itself will become a shop.
When I've been in Ghana I've spoken to people who are trying to help their communities. In my case the people I've spoken to are surgeons, doctors, hospital administrators etc and the conclusion is always that help is needed from outside Ghana.
My recommendation would be to contact Ghanaians you know who have emigrated, see what they can do to assist. Failing that try contacting people in churches and business organisations.

I don't know what the laws are there but I can tell you what we do here in USA. We determine a name for our project and put that name on a t-shirt, we ask the state for permission to use the funds for donation purposes and get approved. Then we either sell the t-shirts or we have a 10K running race and give everyone in the race a t-shirt but each one of them in the race must collect funds for the purpose of donations for each mile they run from their neighbors and friends and then they donate that to the cause.
We also have bake sales, or sell products like candles or all occasion or special occasion greeting cards, or cookies, etc. or some contact a make-up company and ask if they can sell the product for a commission and then that commission is donated to the project.
For you I'd suggest you get a micro-loan from your country or the world bank and make "quilts" with squares of flowers sewn together with a muslin (cream or white color) boarder and back that with light polyester backing and sell those thru a catalog in the USA for money and then either peoples can donate that money to the children or aged, or maybe then with money in their pocket they can volunteer for helping the children or aged by teching the children what they know and helping the aged just get around or with their daily needs. One person must help another.

I agree with the last person. Everytime you get money involved, problems arise.
The best way is to get local people involved cooking meals (rotating households) getting teachers to volunteer time to teach, asking people to donate lumber for building projects, there are a ton of things you can accomplish if you are creative and show people how using their hands and their hearts to help others is stronger than opening just their wallets. It makes the whole community stronger and more involved.
If you must get money involved, ask the very rich of your community to imagine what it would be like if the village could be stronger, and better able to live. Everyone benefits. If you can get farmers to teach others to farm, weavers teach others to weave, or build weaving machines, potters to teach how to make objects. Get technology people to teach others to use technology, get donations from universities for computers or unicef for those wind up educational computers...:) Have an annual sports event or craft sale.
Be creative. That is the key. Listen to the ancestors and the heavens, and manna will fall on you all. All things are possible with hope and information. Please, please never give up your dream to help others. A Golden Heart is a rare gift, and one worth sharing. My heart is with yours in this world. I pray for you and your community.

Your asking the wrong Question!
You need to ask, how can I get people involved in helping old people and children. Help is more valuable than money most of the time, because it will help build interest in the cause.
