1,2,3 is the mix. 1 part cement, 2 parts sand 3 parts gravel. If you do it by the wheel barrow it is 1 shovel full cement 2 shovel full sand 3 shovel gravel. Hope this helps. One of the other answers may be your best bet if you don't have the ability to haul all this stuff. Pre-mix by the bag comes in several different weighted bags that tell you on them about how much you need for certain cubic /ft. Here is a calculator for concrete.http://www.concretenetwork.com/concrete/howmuch/calculator.htm

If you are making cement by hand, You mix one shouvle of sand to two (2) shouvles of cement. I'm sorry , your question was how to make CEMENT. I get it now.. Well I do now it takes lime and stone ground up as powder.

Gravel(Quartz) with amount of sand, Cement Powder, and of cause water.
Check portion sizes of each before preparing, take in account the weather as if it dries out too fast it will crack., size of slab and whether you need reinforcement to hold it altogether,

Easiest way is to purchase ready mix or pre-mix in a bag... just add water... also can add a bonding agent to it if trying to stick to other concrete...

Generally it's Lime, Silica sand powder and stone/sand but all mixed in correct proportions... very scientific, think of a concrete bridge...
