It is a bituman paint it is more a protective paint and is a lot cheeper than oil bound paint also it does not need an underoat

They would have probably used Sadolin which you can get in Homebase or such like stores. The colour may be ebony, it is very easy to use but can be runny so mix well.

sounds like creosote and you are not allowed to buy it anymore as it has health risks.
