I would imagine it depends on the circumstances. If someone I'd never met said that to me, it would be a little weird. To me, it constitutes an invasion of space, and implies expected reciprocity. "Love" is a word we throw around entirely too often in any case, and it starts to sound hackneyed and forced. I would expect the next thing they would say is "And Jesus loves you, too!" and then the pamphlets would appear.
I'm not sure if I would necessarily feel threatened by a stranger who said that, but I might take a step back and wonder if I was talking to a psychotic person.
I've told the people I know and care about that I love them, but that's a different circumstance.

I don't think its fear of rejection. That doesn't make any sense. Fear of commitment? Yes. Fear of someone smothering you? Yes. Then there's the fact that the person saying "I love you" is someone who you have no long-term interest in.

When I was single, I always had both male and female friends. Every once-in-a-while, a male friend would flip out and confront me with his feelings for me. It used to flatter me until one of them actually freaked out when I started dating a guy. That was it! After that, when a guy professed his "love" for me when I thought we were just "friends", I would run for the hills! It certainly was NOT a fear of rejection!

Because it can imply commitment and some people are afraid of that. With commitment comes obligation and some don't really want that either.
