I am selling to clients in New York but I live in Israel. My company was established as a LLC in Deleware and my bank account is in New York. Since my bank account is in New York does that require me to collect sales tax from clients in New York?

No, merely having a bank account in NY does not establish a presence there. Make sure that the statements are mailed to an out-of-state address, however, or the state may claim that you do have a presence even if it's just a mail-drop.
