Are there machine guns (or bullets) that are actually made to wound instead of kill?

The answer is no. Using a rubber bullet out of a machine gun would be lethal because of the high muzzle velocity and the rate of fire. Machine guns have one intended purpose, to penetrate and destroy armor, aircraft, and personnel.

No there are no "rubber bullets" or Paint balls made for millitary machine guns. There are rapid fire paint ball guns, yes. "Rubber bullets" are really soft rubber batons and are fired from large calibre weapons such as Grenade Lauchers and Shotguns.

Machine guns fire bullets.

Rubber bullets can be created for any caliber weapon, and are mainly used for crowd (riot) control. Any round, tho, can kill if it hits at the right speed and in the right area.

The real question, however, is why would we want that?
