most video formats are already compressed (avi , divx, mpg etc) so all you can do is re-edit it and change the size , frame rate, etc

compressing video files will not be a good idea because video files themselves are very compressed and compressing them again can decrease file size but not much.

Rather you should look for softwares that can convert these files into different formats like .dat into mpg or mpg into .avi or .wmv .

Such softwares gives you the freedom to change the bitrates ,picture sizes and other features which can help you in decreasing the file size tremendously even lesser than what you want.

However you must know that it may decrease the quality of picture somewhat depending on bitrate you choose .

One such software which i uses much is MMConvert. You can easily find it on internet.

You better download the Dr. DivX software from the DivX website. Using DivX u can compress the videos in to .divx or .avi files. but the viewers might need DivX codec installed in their systems to watch the videos.

The best program to recompress, cut and resize videos in most available codecs is VirtualDub. You can download it for free http://virtualdub.sourceforge.net/
For the first sight it's a bit complicated but if you'll learn it for few minutes it appears to be quite simple. Moreover, a lot of manuals posted in internet for this program.

I am not too sure, but I think you can compress your video file to some extent by using Winzip.
