The tablet must be used when steeping the peas if you hope to produce mushy peas. The peas should be the dried marrowfat ones. The best ones I have found in the UK are Bachelors Bigga Marrowfat Peas. Place the peas in a large dish with plenty of room as they will expand when soaked. The peas need to be covered with two to three times their volume of boiling water. Add the steeping tablet that came with the peas or a couple of teaspoons of bicarbonate of soda if there are no tablets. This is important as the peas will not break down unless the bicarb is added. Cover and leave overnight.

put the peas in a bowl, add the white tablet and pour boiling water over both and leave overnight, rinse with cold water when ready to cook, add peas and cold water in saucepan with salt then boil and simmer until peas are mussy, stirring very frequently , add sugar to taste

It's sodium bicarbonate. I think you cook it with them so you don't fart as much when you eat them.
