The UK is already a nation of gamblers. Remember the football pools? Notice the bookie in every town? Notice the slot machines in every pub? Notice the amusement arcades at most seaside resort?
I don't think anything has really changed in the past 30 years. The pool were all but replaced by the lottery. The slots pay out more than they used to. There are a few more casinos. Online betting is a relatively new invention. The concept of a super casino is nothing but a larger version of what the UK already has.
So I'd say that the UK is already a nation of gamblers and nothing has really changed.
